What is a "Fast Charge Mobile Power Bank?"

I bought a new (refurbished) computer from NewEgg. Included was a gift...

Refurbished: Krazilla White 2500 mAh Fast Charge Mobile Power Bank, Refurbished A Grade Like New Kzp1005    

I have no idea what this is, and there was not a shred of information included with it. What is it? How do I use it?

It's for charging portable battery-powered devices, like phones. This one uses micro-USB, which is compatible with most Android phones, but would require an adapter to be usable for Apple devices.
