Notice this part on page 3? :

Basically they are saying that there is no legal way to restore the Constitution without removing everyone They disagree with.
Then they want to arrest and remove a whole host of federal officers without having a plan for either replacing them or deleting those jobs permanently. [actually they do have a plan but they don't express it any more. more on this later.]
The problem is that there
is a method laid out by no less than Jefferson and Madison. [the rock group

The Kentucky and Virginia Resolutions do lay out the peaceful method for removing the entire Federal Government in one stroke without resorting to arms.

Basically = Each and every state steps back and becomes a sovereign independent entity, the federal government is dissolved for lack of members and then IF the People of those states want to reassemble the federal / national government they can do so with the ratification of their citizens.
This is the fourth version of this document and in the first three they clearly stated that they wanted to place a "Group of Generals and Capable Businessmen" into the seat of power to carry on the business of government while the People re-elect new Representation.
