Descriptive term used to describe the normal operations of any government, in the end. While not obvious to most, any law or regulation must always logically include the threat of force, fear being the primary incentive for the population.

A large disparity of potential force is required as oppressive laws are added, in order to ensure the level of fear required. Gun Control legislation nearly always precedes passage of laws which may be unpopular, and even genocide.
