My plans are generally to cut as low a profile as possible, the bugout back is ecogreen looking not a tactical molle strapped up for a custom fit monstrosity. There are a couple bit of gear that are-the buttpack-but it looks less "tactical" with the pack....... I know the police will get allarmed if you like like a mall ninja-nature of the beast. Part of low profile plans means avoiding roadblocks and letting the authorities and the raging masses attrit each other, then dealing with resource depleted leakers/ survivors becomes more realistic. Heck some might actually be adoptable into the gulch............
I generally try and weave a web of redundance built up from Paleolithic basics. (a string to use with the fire starter drill with a bit of tinder and a small cup to carry it in with a bikechain stylesaw to cut wood and a dinky 2" folding knife). As I lose gear the stuff gets more basic and the more I start relying on skills built up from the 3 day scouting survival couse to get the arrow of light (A knife, a few matches, and little else beside what you are wearing. After that I tend to be capability based and generally do not have more than a couple of days food carried in any case. The skills and tools allow for build/make things and also acquire food as needed. Skills have no weight and tools have little weight for the utility they provide your survivability. Travelling light makes you mobile and less of a target for your percieved "Wealth", you do not need to eat so mu7ch since you are not working as hard to cover ground either.
My bugout scheme scales so that I can be a veritable moving van of goodies, down to little more than my buckskins and a daypack/ possibles bag. The flexibility that grants should see me thru to the place on the hill.
